Locks Law Firm announced that three attorneys—Michael Garmisa, Francesca Iacovangelo, and Anthony Mastroianni—have been elected to partnership, effective 2026. Each brings distinct practice-area leadership that builds on the firm’s four-decade legacy established by its founder, Gene Locks.
Garmisa joined the firm in mid-2025 after serving in the Philadelphia District Attorney’s Office and previously with the Defender Association of Philadelphia. He brings extensive litigation experience from both the prosecutorial and defense sides of the criminal justice system. Since joining Locks, Garmisa has made an immediate impact on the firm’s toxic tort, complex personal injury, and civil rights matters. He is also a sought-after speaker, frequently presenting on prosecutorial ethics, police accountability, and post-conviction reform.
Iacovangelo joined Locks in 2022, focusing her practice on motor vehicle accidents, premises liability, and multidistrict litigation. She also works with Partner Andrew DuPont on the benzene litigation team at Locks. Before joining the firm, she served as a Public Defender before transitioning to civil practice as a trial lawyer and in-house counsel for a large insurance company. Outside the firm, Iacovangelo is Chancellor of the Justinian Society of Philadelphia and dedicates time to pro bono legal work through Philadelphia VIP.
Mastroianni joined the firm’s New York City office in 2023, inspired by his prior work representing plaintiffs in complex product liability litigations. His career has been defined by a commitment to advocating for working people. At Locks, his practice focuses on benzene exposure litigation, general negligence, and medical malpractice matters. Reflecting on a hallmark of the firm, Mastroianni is an experienced litigator in both state and federal courts.
